Please I need an explanation on the statement
'if name in review_max and review_max[name] < reviews:
review_max[name] = n_reviews
elif name not in review_max 
review_max[name] = n_reviews ’ in the picture
and creating two empty lists in the the other picture can i get a better explanation of this here please.
