How to draw horizontal lines on graph? (Guided Project: Storytelling Data Visualization)

What I expected to happen:
I tried to follow the format shown in the guided project that draws a shade in a given time using ax.axvspan, and do something similar using ax.axhline to draw two separate horizontal lines that highlight the average exchange rates between pre-covid and covid years.

Pre-covid: 2016-2020
covid:2020-2021

What actually happened:

The chart didn’t returned any errors. However, as I added the following code:

xmin=pandemic_xmin,
xmax=pandemic_xmax

the line that ran across the entire chart disappeared completely.

How do I add two lines that start and end depending on the year?
