Why is the answer to below is False even though trucks break down the most as per the mission. Shouldn’t most frequent incident be equivalent to most frequent cause ?

If you go back to screen #3 you can see this quote:
Notice that we’re not asking what’s causing the traffic congestion. The answer to this is that there are just too many cars on the road. We’re asking what factors worsen the situation.
In other words, these are factors for bad traffic, they aren’t necessarily the cause of bad traffic. If the word “cause” were swapped for “factor,” the sentence would be true.
